Recumbent builders should always design for no more clearance than needed between the front tire or fender and the cranks. This is because it's hard to get the rider far enough back on SWBs or far enough forward on LWBs.
The best way to build the front end is to leave some extra head tube on the bottom. Then install the cranks, fork and tire (or fender) to determine how much clearance you have and shorten the HT to eliminate most of the clearance.
Of course, most of the time the spacers are used to show your latest "Work in Progress" off to your friends.
